Charles F. Hardin, Jr. is the president and co-founder of Southern Engineering & Surveying, Inc. of Rome, Georgia. Mr. Hardin has over 25 years of experience in design and management of a broad array of engineering projects. Early in his career, Charles worked with Associated Engineering Consultants, Inc. in Roswell, Georgia where he worked on many roadway, infrastructure, and site development projects in the metro Atlanta area, as well as extensive design along the GA 400 North corridor in the Mansell area. In 1996, Charles returned to Floyd County to work as a project engineer on a wide range of municipal and private developments. He has since designed and managed multiple commercial and residential development projects ranging from single retail\office developments to multi-million dollar commercial retail centers. He has also designed large scale residential neighborhood developments and large municipal water and sewer projects. His responsibilities have included site grading and pavement design, stormwater management, hydrologic analysis, erosion & sediment control, sanitary sewer and water system design, Roadway/Highway design and layout. Charles has been involved in the design and management of several large-scale grading and erosion and sediment control projects which consisted of mass grading of commercial and residential project sites. Charles was the design engineer on many municipal water and sanitary sewer projects in the area. 

Charles holds a Bachelor of Science in Civil Engineering and a minor in Land Surveying from Southern Polytechnic State University and is a registered professional engineer in multiple states. He is a member of ASCE and SAMSOG. Charles resides in Rome with his family.

Pat O’Neal is a Project Manager and co-founder of Southern Engineering & Surveying, Inc., in Rome, Georgia.

Mr. O’Neal has over 6 years of experience designing and managing a variety of engineering projects. He has been involved in the design of several roadway projects in Floyd County. He has also designed and managed a variety of municipal, commercial and residential projects. These projects include retail and office developments, industrial developments, large scale residential neighborhood developments and municipal roadway, water and sewer projects. His responsibilities have included roadway design, erosion & sediment control design, hydrologic analyses, site layout design, site grading design, sanitary sewer design, water system design and stormwater management.

Kenneth M. Reynolds is the vice president and co-founder of Southern Engineering & Surveying, Inc., Rome, Georgia.

Mr. Reynolds is a life-long resident of Chattooga County, Georgia and has over 25 years of surveying experience involving a wide range of projects. He is the Director of Surveying Services for Southern Engineering & Surveying, Inc. He has extensive experience in the field of surveying. Mr. Reynolds has worked on numerous engineering surveys for roadways, utilities, and construction projects, including preliminary route alignment, as well as stake-out services. He also has vast experience with residential and commercial boundary surveys, including ALTA surveys and subdivisions.
